Bolton is trying to pin blame on President Biden because he's a Trumper but more factually the US did deter Russia, did threaten Russia with serious pay back for an invasion, DID pay back in an unprecedented way, and had to slowly give advanced weapon systems to Ukraine in order to maintain Ukraine's moral high ground. If all weapons were given at once, the Ukrainians would have struggled to adapt to them so broadly AND Putin would have done something reckless as this would have given him much more reason to falsely play victim like he always does.
