  1. Nobody asked her to have a dog. She wasn't forced to do that. She knew there were dangerous alligators. Her fault.

  2. How can the developers be at fault? She knew there were alligators there. She knew they were dangerous. Why would you even live near alligators anyway? You've encroached on their natural habitat.
