  1. It's an individualistic society where states want more power than the federal government, counties want more power than the state, cities and towns want more power than the county. Sharing information isn't top priority.

  2. Even if it existed, it would be ignored by at least some people. I used to work for a large company that had a huge database of current, previous, and wannabe employees. We had a blacklist of people not to hire or re-hire. None of the recruiters/interviewers ever looked at it. In a country like the USA with thousands and thousands of cops and who know how many police stations, someone's not going to be checking such a database. People do their job then go home. They don't want to add all of these extra steps.
