  1. She said 'law enforcement and COURT SYSTEM'.. that then included the judges, courts and law makers. Aswell as probation/parole and the sentencing comission of the judiciary branch of government etc.. Actually, 'law enforcement' means police, COURTS and CORRECTIONS. We don't know why he was released after such a short term but I expect the victim would be more informed than us. It could be she felt part of the reason was the police officers, detectives involved in her case could have done a more thorough job, more or different approach to evidence, interviews etc... Which then could have lead to more charges / a longer sentence. We don't know.
