Was he not on Wanted List being searched for, that would be law enforcements responsibility, no mention... Is there to be a review, or recent statement on what was done to find him once moved prior to recent murder. Did Oscar Solis not need to check in, meet with parole officer on set dates, especially as suspected of jail stabbing. I'm not US citizen so apologies if inncorrect.
