  1. Needs to change, thorough details of agreements worked out before legally binding! Including full cost with addition of will increase with inflation! Have we not learnt from brexit, from previous construction projects, outsourcing! If considering Rwanda, relevant departments in uk goverment, UK and abroad actually used to inform what's required. Like Foreign aid and development, Human rights, Legal, Supreme Court or European Human Rights Court advisors etc..
