Doesn't need to be soldiers, but yes additional police. Police already do random mass stop search and they work. I remember case where young male was caught with zombie/massive knife. He was actually on bail for being involved in prior stabbing to the leg, survived (I think drugs were involved). So the issue is funding, police numbers, (and bail until trial and monitoring after if appropriate). (I don't think that individual was electronic tagged.) Same with other crimes, prior domestic abuse convictions, latest relationship reports violence and threat to their and family's life, he gets bail and kills her, her new partner and rapes, held captive another woman. If theirs enough evidence or prior convictions, the person shouldn't be on bail, those on bail, electronically tagged and CCTV monitored. Police do searches at buses, trains, random locations and schools. They have the mobile technology for it not to be physical.

Watch the full bodycam released, officers at start were asking for ticket, using no physical contact, arms up to encourage her to stay, asking her to, for atleast 8 seconds. That's after she was asked to supply card when leaving bus but she ignored request, so transport staff, community officer and police officers attempted with no physical contact for longer than that.
The officer was very wrong to call her a 'daft cow', should have consequences.
I think a arrest for being uncooperative, attempting to leave scene of enquiries should have been stated, used instead of ticket evasion. But then arrest is different from charged, it's to enable the investigation, prevent her leaving.
