MPs, council members failed us at least back to that date then. All boroughs should have been alerted.

I would think it's the council that are responsible, their brief or legal responsibility is the saftey of the buildings, children. My understanding is our taxes cover the council's employing their building saftey control departments and approve the plans or do surveys as buildings mature. That is then specific to their expected knowledge. However it is older buildings. Other comment mentioned Nottingham found this issue in school buildings 2011. MPs, council members failed us at least back to that date then. All boroughs should have been alerted. Would be interesting to see if councils surveyed their own premises for structural integrity and if made recommendations more regularly/sooner or funded changes at expense of tax payers and when, prior to schools?

Contractors should follow the material usage specified by architects, engineers, council approved plans. Unless proven they used alternative cheaper material contrary to the above.
