  1. Taliban are decentralized militant groups. I don't think your assessment of centralization by the Taliban is correct, because there is no central leadership within the Taliban. Poshto are tribes as well as the other minorities, the whole Afghanistan is based on tribal allegiances. It's impossible to centralize it in the foreseeable future.

  2. I'm surprised Americans didn't try to install the same system they have at home in Afghanistan. Locals vote for a local leader who votes for the federal government.
