Yeah and most people who own leopards don't actually have their leopards kill random members of the public either, doesn't mean leopards should be allowed as pets.

@UnitedAgainstMorons Yeah it's definitely due to breeding, a breed like say Dobermanns is bred to be protective. Even then you're still going to get a rare psychotic individual. But you can't argue banning doesn't work at all. It will get rid of 99% of the dogs. And the 1% who won't get picked up are basically in hiding by their owners so they're unlikely to be a problem, they're not roaming the streets. It's like assault rifles. They're banned. So they're incredibly rare. That's not to say they're completely irradicated from the criminal underworld, there'll still be a few out there but they'll be incredibly rare. I don't generally like banning things but these dogs are just too dangerous. Get a different breed instead.
