Poland for one has submarines and given the depth of the water, pretty much any navy would be capable of this kind of operation. The USA and France have form with this kind of operation.

  2. Nobody could make Russia pay and Russia could easily find other excuses why the pipeline could be temporarily broken. Russia would not throw away its leverage over Germany for something so trivial as a contract which can not be enforced anyway. Russia and Germany are the least likely suspects of all.

  4. Germany will run out of gas for sure this winter, it will create political and economic chaos. Destroying the pipeline removes the incentive for German politicians to try to reach an accommodation with Russia. Whoever did this wanted to permanently sabotage the possibility of a German-Russian rapprochement. The least likely suspects are the Germans and Russians. All of the Americans, the Poles and the Balts desperately want to keep Germany and Russia divided.
