  1. The way I see it, Fermi must never have studied mythology, legends, and folklore. Time and Earth's environment have a way of erasing history. The second thing is that space is just that: vast distances. Take the Alien universe, which takes place in our spiral arm. From the original film, you can deduce that the Nostromo was capable of a little bit over Warp 3. It would take them ten months to cover 35 light years. Warp 9 gets you home in a little over a week. This is just our spiral arm, let alone colonizing the quadrant. Obviously, it's going to take technology that we can't envision to go anywhere in a reasonable time frame.
