From my experience in western Washington, February is the worst. It may be warmer on average, but its also when you get the worst cold snaps from arctic outflow, and additionally you typically get drier cold then so no snow to insulate things. I have lost many exotic plants to nasty February cold. December is miserable due to the low light, high cloud cover, and high humidity, but it is a lot more stable even if its technically the coldest by averages. Weather there is also highly dependent on the ocean cycles of the Pacific (ENSO, Pacific Decadal) so that no year is quite like the other.

A fun climate anomaly to look at would be parts of Myanmar. Due to the truly extreme monsoon there, winter is both colder and warmer than summer (larger temperature range) since the monsoon moisture keeps things very stable in summer. The temperature graphs for Yangon look wild. And its pretty far north for such a pattern too, usually areas with winter warmer than summer are only a few degrees from the equator (and thus mostly just a technicality) whereas this is at like 15 degrees north.
