In fact, there are also cases of women harassing men, and some are not even reported, not because the victims are ok with it, but because a man that complains about a woman harassing him sexually gets stigmatized. You also have many men that don't want to deal at all with women, regardless of context and situation. Women being harassed is a more cultural issue than anything else. Especially when the perpetrators come from other culture that considers women inferior.
