  1. If they are using GPL licensed software, then they are using it illegally, because they are not following the conditions of the license, clearly. Even if they do their own modifications, they are obligated to share the code under the same terms of the original. The only option they have is either to share the code or pay a lawyer. The third option of them writing their own software is irrelevant now. The FSF will like to hear this.
