I've heard a variety of false statements, "There is a necessary process.", "He can't declassify nuclear secrets.", "He needs approval of the national security advisor." All of that is false. They watch msnbc where these half-wits just make up BS.

  2. This came up in 2018 when Trump talked to a Russian ambassador. The Democrats were shrieking that "Trump illegally leaked classified information". But even the politico fact check clarified that the president have final authority over classification. There is no "process" that changes that.
