  1. I haven't ridden a horse for decades but I know that they were swinging the reins around to control the horse. It's the same as carrying a crop for English riding. You don't have to even hit the horse; it gets intimidated by it and becomes compliant. Overuse will make the horse cranky. But they had to control their horses in a crowd.
