  1. It's not necessary. The designs are "tested" with mathematical simulations run on supercomputers at the Department of Energy.

  2. All nuclear testing was moved underground in 1966. So it doesn't make a propaganda display anyways, though it's easier to collect data when it's underground. Perhaps we could frak the hell out of Texas, Oklahoma and other oil producing states this way.
