  2. I think the problem is that it is totally illegal under federal law. They have a tolerance policy on dispenseries like the Netherlands, but there are many laws preventing them from operating completely legally. Eg. there are regulations on banking and taxes. Eg. they can't take business deductions on marijuana sales, because it's illegal, drug laws make it a crime.
