  1. Only the Supreme Court has that authority. The SCOTUS is the only court that's in the Constitution. And of course, the President's powers are listed in the Constitution.

  2. These rulings are mostly put on hold. Otherwise Trump should just ignore them. The District courts don't have the power to issue rulings broader than the jurisdiction of their court, unless it is a class action case.

  3. Congress tends to give the President powers. For example, congress in 2001 passed the "Authorization to use military force against terror organizations". That gave Bush, Obama, Trump and Biden power to bomb the ME without going to congress.
