  1. This was just a bad idea from the beginning. It's an idea to make transportation, utilities, and communications, much more impractical than in a normally designed city. This is similar to other engineering ideas that show up on the internet and get some funding from people who don't know better, eg. the hyperloop. It would be pretty much impossible to build a train in a vacuum chamber, and it would be a death trap.
