  1. It's a crime under the military code of justice. Any military lawyer could give the details. But a general taking over the President's governing and diplomatic powers is a military coup and a crime.

  2.  @michaeljohnson4777  Yes it is. The US has Civilian Control of the Military from the Constitution and throughout the laws. Any general who goes over the head of the president to negotiate with foreign governments unauthorized is not just out of line and facing reprimand, it is criminal.
