  1. Technically any Democrat can assume that role, by not voting with the Democrats. Except the Democrats still have control with 50 votes and the VP tie breaker. Fortunately, they lost the House so they can't just pilfer the budget. I really think they're straight up crooks with their spending. Otherwise they wouldn't do it despite tanking the economy.
