It's an attempt to criminalize the possession of presidential documents, and it doesn't even mention the Presidential Records Act. The Pres. Records Act is THE ONLY STATUTE THAT PUTS RESTRICTIONS ON PRESIDENTIAL RECORDS. Before that law, 1978, all presidential records would be Trump's, end of story.
