They only thing anyone could point to in the Biden years as a "success" were the massive spending bills. And those were a bureaucratic nightmare. Almost nothing was built from the infrastructure act. There were 15 bureaucratic steps to get broadband for rural areas, which were impossible. I heard from someone whose job site was funded by the Cips Act, and never got the funds.
