  2. Slavery was a background issue during the Civil War. The foreground issues were high tariffs the North imposed on Southern exports. The Civil War wasn't fought to end slavery; it was fought to preserve the Union. Lincoln's Emancipation Proclamation only "freed" slaves in Confederate controlled territory. And was highly ridiculed for that reason by the British, who were major traders with the South.
