How do you have a secular "Sunni government"?  "Suni" implies that it's sectarian.  The big problem is that the region is highly sectarian.   And it's impossible to say what would have happened if Saddam had stayed.  His psychopathic sons Uday and Qusay would be fighting over the successorship.  And neither were really liked by Saddam because they both had murdered guests, diplomats, and friends of Saddam.   Their probably would have been a war of some kind.
