  13. Engineering a virus "to do what you want", is not the same thing as altering a virus. Genetic engineering has been a thing for a few decades. Whole classes of drugs, including all monoclonal antibodies, are engineered buy putting dna in certain animal cells, and sometimes even humanizing the proteins created.

  14. They already did this in project HARP. You can get an artillery shell into suborbital space. But that isn't useful for anything. A rocket can put a satellite in orbit. A suborbital projectile is not useful in itself.
