  5. I don't think Putin believes he will be alive to ever have to pay that bill. Either he conquers the country and wins, or else his own people murder him and he's dead and will never have to worry about rebuilding Ukraine. But the world won't lift their sanctions on Russia until some future leader of Russia agrees to some level of reparations to pay for the damage and war crimes they committed.
