  1. This is a total sham! Where did the $20+ BILLION already given go? The Clinton State Dept took over management from the Bush squad, then the Kerry State Dept and all of a sudden there's no money! Now they hide behind the victims, because they somehow made all that money disappear. So now they want to put the tax payers on the hook, forever! We need Congressional hearings and an audit of the VCF accounts. Or no more money!
