  1. Ukraines position has always been, including now, that they are willing to remain neutral, as long as they have security guarantees so there is some deterrence to Russia invading. Russia don't want that deal because they want first right of refusal to invade Ukraine. Putin wants Ukraine, its got nothing to do with NATO, Finland joined NATO and Russia practically didn't care. They want Ukraine, then Moldova, then reunite with Belarus, then take chucks of poland.
