England could start by following Scotland's 3% higher income tax rate than England's? Scotland's Income Tax system is forecast this year to raise an additional £1,7 Billion more than if the Scottish Government still matched the English Government's income tax rates. England has 10x larger population so pro rata it would raise an additional £17 Billion if it followed Scotland's income tax rates.
