Dont think you are aware of what powers are devolved (at scots parlie) and reserved (held at wastemonster) https://en.wikipedia.org/wiki/Reserved_and_excepted_matters At wastemonster 59 Scots seats ,However 601 other mp's from other countries can vote on reserved matters but not devolved matters. + Another 775 Unelected British bureaucrats aka Unelected house of lords can vote on reserved matters but not devolved matters. (more members than elected 27member Country euparliament) The SNP does not have any members of the House of Lords, as it has always maintained a position of objecting to an Unelected upper house.
