  2. No, As Finance Secretary, Swinney achieved a balanced budget every year from 2007 to 2016 and again as stand-in Finance Secretary from 2022 to 2023. In the same time both Labour and Torie UK Government's were unable to achieve a balanced budget and the UK public sector debt is approaching 2,7 Trillion.
