You are not considered vaccinated until 2 weeks after the second shot, you are considered party vaccinated 2 weeks after the first shot, we don't know how long after the first shot so the 4 number is somewhat meaningless without this further information.

@oldmate528 I do watch John Campbell almost religiously, although he isn't always correct in his assumptions he does look at a wide amount of information from a lot of countries and presents it in an easy to understand way.
