  2. As the departments tell treasury who to pay the only possible way someone could commit fraud at the payment system is to somehow fake being a government department. This should be impossible. To give an example someone at Veteran Affairs will review the paperwork to decide if someone is illegible for a payment, the payment system operators don't check if the paperwork is fraudulent, it's not their job.
