  1. None of the things you mention are real issues. Australia has the states having autonomy to run their own education systems. The issue is whether your federal government still provides the funding that they do now. I think your states are much more autonomous than you think they are already. A big problem in the US education system is reliance on part of school funding through property taxes meaning wealthy areas with low birth rates have great schools and poor areas with high birth rates having terrible schools.
