The irony here is Canada is getting the best offer, Panama, Greenland, Gaza and Ukraine only get to be colonies in the old fashioned sense of resource and monetary extraction but Canada would become a state ahead of Puerto Rico. Before Canada gets too cocky Australia wants California and New York as territories along with a few more states, they roughly have the same minimum wage as us depending on the exchange rate and we could pull them into line with workers rights issues etc.
