For those who don't understand the basics of law the enforcement is in common language a request. The courts are requesting that the federal government stop breaking their own laws. The only real enforcement action available against the executive government's actions as a part of the government is a political one as in impeachment. We haven't reached that point yet and based on Senate confirmations are a long way away from that. If the Senate chooses not to impeach no matter what your country is a dictatorship already.
