  1. I would say that's one of the most problematic issues with USAID because it often destroys the value of local crops making them worthless. Food should be purchased on the open market and only if food can't be found relatively locally as in a neighbouring country or whatever should it be imported from far away and then ok to advantage American farmers because in the end the US is paying.
