  1. Complimenting Trump is actually effective. A different approach doesn't mean one approach is better than the other in both cases Trump has been told it's bad and we will retaliate. So actual policy is the same, just a different tone.

  2. Megaphone diplomacy to try to embarrass someone isn't always the best approach. Now Trump has to follow through with tariffs on Mexico to appear tough.
