  1. Probably because direct pocketing of money rather than declaring it as money paid to them as employees. A very serious offence actually, it's called theft or fraud in common language. Just guessing.

  2. Likes and dislikes are irrelevant in cases like this because some will dislike and like for the same reason, like because something is being done about it and dislike because of the wrongdoing.
