The Statement by Florida health acknowledged it manipulated data to create a false narrative by with holding data and not putting provisional data that was known but incomplete and it would certainly seem the website didn't note the review meaning no data for weeks. Seems like a totally planned manipulation with all the classic hallmarks of a conspiracy that was possibly unlawful because it was designed to manipulate the federal election. I would bet that the governor knew but also that it's going to be extremely difficult to prove and possibly impossible if planned correctly where he received no information by email.
