44 people were made unconscious out of 200 or so when that approved maneuver occured over a 5 year period, the black police chief approved of such procedures otherwise why didn't he attempt to have them changed. It could have happened to 44 others both black and white and possibly other but it didn't, making someone unconscious was not considered a big deal or risky this is clear. The most despicable person regarding this matter is the police chief pretending at least to morph into a BLM supporter, taking no responsibility and throwing his fellow officer under the bus because he failed. Under law maybe some offence occured but it doesn't seem to be second degree murder or the felony that might have occured to warrant second degree murder, something along the lines of excessive force or whatever was inconsequential to the death.
