  1. Except for the separation of kids thing you could have been talking about Queensland Australia. We put all positive cases into hospital, sort of forced because they in border quarantine to start with so I think no choice, but if cases in the community which haven't happened for quite a while other than a couple of hotel quarantine worker I think encouraged strongly to quarantine in hospital. The thing is though it can only work when cases are minnescule.

  2. If you reverse the direction of the original graph the wave is a Tsunami or alternatively a storm surge, the wave has just water behind it and doesn't end. Maybe terminology should be the wall of infections is continuing.
