Nowhere is "quick enough" , except maybe Israel and a couple of others, most countries it's realistically 6 months before all at risk people vaccinated and maybe 9 months for majority of population. There is also the mutations which would still be occurring which is a significant risk in my opinion.

Early on in the pandemic a Russian doctor raised money to distribute PPE because hospitals were short. The people carrying out these charitable acts were getting arrested because it went against the official state narrative of no shortages. So while it's good about their vaccine , the government be considered compassionate at all.

@Kate are you serious, about 7 cases of the virus being caught by hotel quarantine workers out of 211,000 people going through the hotel quarantine system. If that's starting to fail what on earth is your standard? At the end of the month approximately those workers will receive vaccine shots so that risk which can't be stopped will be dramatically reduced. You are right however even with the occasional breach it's not a problem at all because every state will take appropriate measures to get rid of it.

You don't need to completely close travel , returning citizens and permanent residents is ok, however it only applies to 30 countries so it's full of holes and possibly a complete waste of time, the virus doesn't respect borders it travels on humans.
