  2. You're comment is extremely vague and doesn't consider Eastern Europe it would seem. Countries are all different of course however there's no real reason successful ones won't emerge. Consider Asian countries, some are doing very well now like Taiwan or South Korea but go back 50 years and they were just your regular style dictatorship with lots of poverty. Looking at the GDP per Capita number of Uganda they are very poor, Botswana is 10 times that of Uganda.
