  1. Modern technology it should be ok, individual QR codes that identify the person and details. Anything less there will fakes everywhere. It could be connected to a physical passport so the airlines or authorities just check it on a secure network.

  2. It will depend if the virus gets eradicated country by country or the vaccines don't work and New variants keep evading them, only time will tell. Countries with no cases aren't going to stop quarantine any time soon, need full population vaccinated first. Maybe they will relax quarantine a little, shorten the days or something and or home quarantine instead of hotel if it turns out can do that. High case countries will open more quickly and never really closed to start with.

Regardless what you might think of him if none of his supporters get vaccinated you will keep that virus forever long after other countries have eliminated it because unlikely to reach herd immunity without them. So it is good he told his supporters to get vaccinated, it will save a lot of lives actually. Doesn't really make up for his creating the situation in the first place but it's better than nothing.
