That's not true at all. First of all the responses are run by states not the federal government and New South Wales which is what we are talking about has been more proactive than previously, however that state is the most reluctant to lockdown and not as strict as other states but excellent proven contact tracing although due to the case numbers now they have openly requested help. If you want to see how hard the Delta variant is to deal with look at Vietnam and Singapore. Nowhere has become less vigilant, the virus has become more transmissible so what would have worked previously doesn't work now. I half agree with your conclusion if different reasoning, it's probably hard to have sympathy if your own country is far worse off, although unlikely because they will do what it takes, if NSW was to lose control then deaths would be just like anywhere else in the world.
