Because you don't have a lockdown, you never have. A totally voluntary system is not a lockdown. You have never even put any border restrictions in other than a voluntary code of conduct that will spread the virus even if the rules are followed for arrivals from highly infected areas.

@Martyntd5 the problem is what you suggest can't be done unless you are totally locked down hotel quarantine style and no matter how hard they try the virus will enter nursing homes if the virus is prevalent. Every time a healthcare worker gets infected they can't work for a minimum of 2 weeks. In hospitals elective surgery becomes impossible with reduced staff and a lot of measures needed to stop infections. The UK excess deaths in the most recent week available shows 500 excess deaths and 100 covid 19 deaths. So when you think through all the effects of large infection numbers it isn't as simple as protect the elderly and sick, because you can't fully protect a person who is sick from another cause due to reduced hospital capacity and an ever present risk of infection.

As long as Victoria has fixed contact tracing, the actual failure and reacts quickly to any outbreaks you'll be fine. Although I think it will be successful , it isn't part of the enquiry. Just remember 95% of cases came from 1 family. NSW has had constant quarantine breaches actually, and so far done ok, QLD and NZ have also had breaches. So has the real problem been fixed because if state borders open its not hard to see a case coming from anywhere.

The data for false positives would exist because in containment jurisdictions every positive case is dna tested to find the strain. They don't publically release it because conspiracy theorist will use it out of context I guess. As far as false negatives which matter more unless a concerted effort was made at high cost then no way to know and also it doesn't mean the test doesn't work, it would just be gauging sensitivity.

Travel restrictions do exist and if you are outside Victoria then some of the lowest restrictions in the world, so awful. Healthcare is still operating as normal. Aged care homes aren't old person prisons like in most jurisdictions in the world to protect them, another awful effect of travel restrictions.

@kirsten601 I realised restrictions existed with aged care and in South East Queensland the lockdown restrictions only just lifted from recent outbreak. 2 visitors plus the pre requirements is better than elsewhere. I guess they not allowed to go out because of fear they bring the virus in. I am surprised you say certain elective surgery only just restarted. Even if this is the case other places are much worse. I am in Queensland also.

Of course they aren't because they can look across any border and see a more successful situation. If Victoria was in the US Chairman Dan ( his unflattering nickname) would be seen as a tyrant yes but a genius for being so successful about turning around a dire situation. Victoria is in Australia, if they don't get it under control it will be mandatory 2 weeks quarantine for $2,800 for a single to leave the state indefinitely. Victoria has no choice , it isn't surrounded by failure. The situation is looking much better than almost all US states and UK. There is light at the end of the tunnel if they have fixed contact tracing.

@Martyntd5 I can't speak to your situation which is very different to Australia. What I said before is correct about getting cases down but have no comment on the effectiveness of spending in UK. Whatever they do will be extremely expensive while case numbers are high and stable or rising.
